BOMA Idaho’s Emergency Preparedness event brings industry leaders together to share ways to improve emergency preparedness and increase building resilience. The event serves as a resource to ensure members have the best tools to respond appropriately and recover quickly from emergency situations, natural disasters, and other building security issues.

Short Course I

Topic: STEP ONE in establishing an overall plan for YOUR COMMERCIAL BUILDING. This topic is for the building owner, manager, facility manager, and property manager.

  • Gregory Stone started with Ada County Emergency Management & Community Resilience in 2021 as the Training, Exercise, and Education Coordinator. In this role, Greg supports Ada County and their community partners by organizing and conducting training, exercise, and emergency preparedness education activities that help build the resilience of Ada County. Prior to his current role with Ada County EMCR, he completed two emergency management internships in the public sector and served as an emergency medical technician with Spanish Fork Ambulance. Greg is a graduate of Utah Valley University and actively continues his professional development through FEMA’s Emergency Management Institute.

Short Course II

Topic: Critical Infrastructure, preparing commercial buildings for sudden power outages. Focus on preparedness and response when dealing with accidents and/or acts of God.

  • Angelique Rood is a Boise native who has proudly worked for Idaho Power Company for 1 7 years. In her current role as a Regional Manager, Angelique oversees customer operations in Western Idaho and Eastern Oregon. Her team is responsible for emergency response, system maintenance, power quality, new construction, distribution design, metering, customer service, and community relations.

    Angelique is passionate about serving the community. She is currently a Director for the Caldwell Night Rodeo, President of the Western Heritage Foundation, and serves on Idaho’s Career Ready Students Program Council.

Short Course III

Topic: Property Safety, including homelessness and trespassing, property damage and theft, EV Chargers, and lithium batteries.

  • Mike Bisagno is the Division Chief – Fire Marshal for the Boise Fire Department with 19 years of experience in the fire service. He manages the Fire Prevention Division for the Boise Fire Department. The Fire Prevention Division is responsible for fire plan reviews, construction/operational permit inspections, fire and life safety inspections, and fire investigations within the City of Boise and the NACFR and Whitney fire districts.

    He is a member of the fire department’s General Orders Committee in which fire department guiding documents are maintained and created through a collaborative process with the firefighters’ union and the department’s command staff.

    Mike has been with the Boise Fire Department since 2010. Prior to coming to the Boise Fire Department, he was a firefighter with the North Ada County Fire District where he was the IAFF Local 2311’s Union President. He has worked as a firefighter/EMT, HazMat technician, and Fire Prevention Captain/Inspector. Mike was formerly a chairman/secretary of the Boise Fire & Police Trust’s board of trustees and also the IAFF Local #149’s Union President and executive board member. Mike is a graduate of the College of Idaho and has lived in the Treasure Valley since 1990.

  • Ed Fritz is the Crime Prevention Supervisor for the Boise Police Department and has been in this role for 10 years. Prior to working for BPD, he worked in retail loss prevention for 17 years. Ed is the past President of the Idaho Crime Prevention Association, Law Enforcement Chair of the Organized Retail Crime Association of Idaho, and a director for the US CPTED Association. He is a graduate of Boise State University with a Bachelor of Social Science in Criminal Justice. He is a Certified Law Enforcement Security Assessment Specialist and has his Crime Prevention Through Environmental Design Professional Designation.

Panel Discussion

Topic: Panel Discussion from owners, developers, and property managers with real-life stories of property safety issues, accidents, and natural and human-based threats on commercial properties.

  • Coby Barlow has been with Oppenheimer Development Corporation since 2004. With a background in agricultural business and customer service, Coby truly understands the importance of hard work and customer/tenant relations.

    As Property and Operations Manager for Oppenheimer Development Corporation, Coby is responsible for property management and supervising the maintenance department, which performs a majority of the maintenance on all ODC-owned and managed properties. Coby’s responsibilities include implementing and overseeing preventative maintenance programs, budgeting utility and maintenance expenses, managing tenant improvements, overseeing fire and life safety monitoring, maintenance and repairs, monitoring utility expenses, and implementing energy conservation programs for all properties. He is responsible for the scheduling of the ODC maintenance staff as well as the creation and monitoring of work orders in Yardi. Additionally, Coby coordinates and implements Oppenheimer Development’s safety training and programs.

  • Mandana Tarr is an Asset Manager with Adler Industrial. She is responsible for overseeing property operations for the Treasure Valley industrial portfolio as well as industrial, retail, and solar assets in other markets. In this capacity, she performs asset management functions, including developing, implementing and monitoring investment business plans, the renovation, leasing, repositioning and disposition of assets, and supervising operational and financial functions provided by in-house and third-party property managers.

    Mrs. Tarr has been with the Adler Companies since 2013, working as an Acquisitions Analyst for two years. She then moved to Asset Management, overseeing property operations for office, industrial, and retail assets across the country. She also developed energy efficiency projects across the portfolio and continues to manage two solar projects in California. Mrs. Tarr earned a Bachelor of Arts degree from Temple University, in Philadelphia. She joined the Adler team after working for over 11 years as a Certified General Real Estate Appraiser, providing valuation consulting services to numerous clients in Southern California.

  • Ben Galanos joined Ball Ventures Ahlquist as a Property Manager in April 2019. Ben manages BVA’s commercial property portfolio, ensuring value and smooth running for Tenants and Stakeholders alike. With 20 years’ experience in commercial property, Ben is a seasoned property professional. Ben has worked for major property players, including global commercial property firms JLL and Savills, and retail giant Westfield. He has significant property management experience, successfully managing large and profitable commercial portfolios for local and international clients. ‍

    Prior to relocating to Boise, Ben grew up in Melbourne, Australia in a large family with 7 siblings. As such, he is very social, has learned how to get along with everyone and importantly, can tell a good joke. He loves the Australian outback, the beach, and bush walking. He is an avid reader of history, and particularly loves local history, wherever he is. Ben enjoys giving service in the community and has spent significant time over the years doing so with his Church.

    Ben received his Bachelors degree in Marketing and Human Resource Management from Swinburne University in Melbourne, Australia; and his Real Estate Agent’s Representative Certificate from the Real Estate Institute of Victoria, Australia.

  • As a Property Manager with LPC West, Matt is an expert in effective client relations and providing 5-star property management services. Matt takes a client-forward approach, cultivating meaningful partnerships with landlords and tenants, to develop creative solutions and ensure operational efficiency. In his current role, Matt utilizes his diverse skillset to promote and grow LPC West’s property management platform in Idaho.

    Matt brings a breadth of knowledge from his experience managing a variety of asset types, in a range of sizes, during the course of his career. Prior to joining LPC West, Matt was responsible for a portfolio of nearly 1-million sq. ft. with properties as small as 5,000 sq. ft. and as large as 150,000 sq. ft. While overseeing this large portfolio, Matt placed a strong emphasis on maintaining a deep understanding of individual properties, landlords, and tenants, in order to exceed client expectations.

    In 2022, the Institute of Real Estate Management (IREM) named Matt on their 30 Under 30 award list for his outstanding service as a property manager and in the local community. He currently serves as the Vice President of the IREM Idaho chapter.
