Dave Winder

President, BOMA IdahoDave Winder is a Director – Capital Markets & Land Specialist with Cushman & Wakefield in the Boise, Idaho Office, specializing in investment properties, representing both buyers and sellers in the acquisition and disposition of industrial, office, retail, multifamily properties and bare land. Dave also represents both landlords and tenants in lease transactions.
Born and raised in the Treasure Valley, Dave values Boise’s unique qualities and understands that growth and economic prosperity is the area’s lifeblood. With more than 25 years’ experience in commercial real estate, which includes managing two brokerages, Dave is poised to take advantage of opportunities as they arise, providing clients with vital information, allowing them to make better, more informed decisions at their own pace.
Prior to joining Cushman & Wakefield Pacific, Dave was an Office Specialist with Grubb & Ellis | Catalyst, founding principal at Lee & Associates Idaho, Inc., principal at The Winder Company, and co-founder and managing partner of Winvest Properties. In addition, Dave gained a unique perspective on the challenges facing decision makers in today’s ever-changing business environment during his time at Micron Technology. Dave has a solid foundation in understanding complicated elements involved in every commercial real estate transaction.

I am a Vice President of Property and Buildings at WSP USA, one of the world's leading engineering and professional services firms. I have over 20 years of experience in the architecture, engineering, and construction (AEC) industry, spanning various roles and disciplines, from firm founder and owner, project management and business development to marketing and design.
I help owners, architects, and design/build contractors solve complex problems and streamline their engineering process, creating efficient, sustainable, and future-ready projects. I lead a highly accomplished team of specialists who provide an integrated offering based on individual design components with a single source of responsibility. I also leverage my credentials as a former commercial real estate broker to advise clients on commercial real estate transactions and opportunities. I am passionate about networking, building relationships, researching, collaborating, solving problems, managing projects, and delivering exceptional results.

Tommy Ahlquist
CEO, Ahlquist DevelopmentBall Ventures Ahlquist (BVA) CEO Tommy Ahlquist can best be described as a visionary who gets things done. Tommy’s work ethic paired with his inherent ability to see opportunity and turn it into something tangible and profitable has enabled him to practice a successful medical career as an emergency room physician, start and operate several successful companies and run a campaign to serve as the Governor of Idaho.
A self-described serial entrepreneur, Tommy first tried his hand at business as a teenager. While running several companies, Tommy worked his way through medical school at the University of Utah and residency at the University of Arizona in emergency medicine. Tommy went on to practice as a full-time ER doctor for 18 years, treating over 45,000 patients over the course of his medical career. It was during his time practicing medicine and discovering his aptitude for business that Tommy coined the phrase “you better have kerosene in your veins”— a mantra he has lived by throughout his career.
Tommy went on to found Stat Pads in 2001 after witnessing the life-saving power of Automated External Defibrillators (AEDs) in his experience as an ER doctor and identifying the market space for service-based program oversight. Stat Pads is now the premier defibrillation service company in the country.
In 2005, he started Ahlquist Development, a commercial development company. Under Tommy’s leadership, Ahlquist Development developed and owned over two million square feet of office and retail space. Tommy’s inspired projects have patently transformed a number of cities in Idaho.
In 2018, Tommy partnered with Ball Ventures, one of the nation’s most successful development and investment companies, to found BVA (Ball Ventures Ahlquist). BVA is a commercial development and strategic capital investment company that delivers excellence and value to tenants, investors and partners. Because of the exceptional work done by BVA, the company tagline is “Inspire Excellence.”
In addition to his resolute commitment to his work, Tommy is a deeply devoted family man and dedicated volunteer for his community. As such, while he isn’t working Tommy can be found with his wife Shanna and their four children in Idaho’s beautiful outdoors riding RZRs, motorcycles, snowmobiles, surfing, fishing and shooting guns. Tommy also gives time to dozens of community boards and has served as a lay minister in his church.
Whether it is related to his work, his family or his community— Tommy believes in ending every day with doing just one more thing— a principle he learned from his late grandmother that inspires his hard work, giving back and maximizing every day to its greatest potential.

SIGNIFICANT PERSONAL & PROFESSIONAL ACCOMPLISHMENTS
Neil joined Engineered Structures, Inc. (ESI) more than 25 years ago. He began his career at ESI as a project manager and has served in several roles since, including vice president of business development, executive vice president and currently as president of ESI.
Neil has always been highly motivated and has put his effort into growing ESI. As president and owner of the company, Neil immediately began expanding ESI’s reach, currently spanning most of the United States and several international locations, simultaneously elevating revenues to distinguish ESI as Idaho’s largest privately held general contractor by volume. ESI is now a company that employs more than 850 full time professionals and retains strong client alliances across all major sectors of the commercial construction industry including commercial offices, multifamily, senior and student housing, healthcare, education, government, civil, industrial, retail and restaurants. ESI has won several awards over the years including Idaho’s Top General Contractor, ENR’s Regional Contractor of the Year, Top ENR 400 Contractor, Best Places to Work and multiple project awards.
Neil and his wife, Tyley, live in Boise and have three children. One just graduated from college, one in college and one will enter college in 2024. Neil enjoys mountain biking, hunting, and watching his kids in lacrosse, football, and wrestling.
HIGHLIGHT PERSONAL PHILOSOPHY
Neil’s work/life philosophy was shaped as a child growing up on a ranch in Montana. He was one of eight kids raised by a single mom and quickly learned that ranching was not an 8 to 5 job. He realized early on that it takes hard work and steadfast integrity to be successful in any business. Neil considers it important to equip people with the tools they need to do their jobs well, the trust and freedom to make decisions, and the opportunity for personal growth and development – and they will shine. He says, “When you hire the best in the industry and surround yourself with sharp, driven, dedicated people and respect them as individuals, growth is inevitable, both personally and professionally. ESI’s success is due largely to the people we employ – and we employ the best.”
Neil launched the ESI CARES Foundation, a 501(c)3 non-profit foundation dedicated to making an enduring impact on families through education, recycling, and partnerships. He strongly endorses corporate and individual support for Treasure Valley non-profit organizations, including the Women’s and Children’s Alliance, Boys & Girls Club of Ada County, Ronald McDonald House, JA and Kathryn Albertson Family Foundation, St.

CEO, SMR Development LLCSMR Development is a small consulting firm, with a focus on achievable housing development and urban renewal. Shellan M. Rodriguez, a one woman show, has a unique set of skills working with public and private sector clients to develop a multi-tiered solution to community based development. She has nearly twenty years experience in the private, non-profit, for profit and government sectors of affordable housing development and urban redevelopment. She also brings a breadth of experience working in Boise, Idaho and around the diverse communities of California and Montana. Shellan has experience working in resort towns including on the island of Maui and the Tahoe Basin in California. Steven Jenkins
Economic Development Director, City of Caldwell, IdahoSteven Jenkins is the Economic Development Director for the City of Caldwell, overseeing the planning and implementation of the city’s economic development efforts. Since joining in 2019, he has successfully promoted Caldwell to businesses, restaurant groups, entrepreneurs, and site consultants, while collaborating with stakeholders to enhance the Caldwell region. Jenkins advocates for educational opportunities and business initiatives to strengthen the local economy, guiding investments during a period of rapid growth.
Before joining Caldwell, he served as Assistant Director of Concurrent Enrollment at Boise State University and Coordinator for Dual Credit at the College of Western Idaho. He holds a bachelor's degree from Reinhardt University in Georgia, a master's degree from Missouri State University, and a certificate in economic development from the University of Oklahoma.
