Course Description
This course provides information property and facility managers will need to manage building systems’ ongoing operation and maintenance and maximize building efficiency and cost-effectiveness. You will learn about building design and construction, project delivery, construction materials, and HVAC (heating, ventilating, and air conditioning) systems. Other areas of interest covered in this course book include roofing systems, ceilings and floorings, interior walls, and plumbing systems.
Upon successful completion of this course, learners will be able to:
Implement maintenance best practices for building systems to achieve efficiencies and cost savings
Support maintenance of building structural components in the design and construction of facilities by selecting and recommending the appropriate materials
Describe best practices for the design, operation, and maintenance of HVAC and plumbing systems
Demonstrate a working knowledge of the systems required for ensuring the preservation of a building’s structural integrity
Take control of your assets and improve overall operational efficiencies

Most of Bill's career has been in real estate development from large scale retail to single-family residential.
He has a professional Bachelor of Architecture degree from the University of Idaho and an executive Master of Business Administration degree from Boise State University.
Bill is a seasoned moderator skilled in asking tough questions, keeping conversations moving, and producing value for his audience.
Steve Martinez
Owner, Tradewinds General Contracting, Inc.
I’ve always said I was born with a hammer in my hand. Construction has been in my blood since day one, thanks to my parents, who founded Tradewinds in 1980. After graduating from Boise State, I joined Tradewinds full-time, working as an estimator and job superintendent. Starting from the ground up not only taught me the value of hard work but also gave me a deep appreciation for the skilled people who build our communities.
Beyond the job site, I am deeply involved in the local, state, and national builders associations. My belief in the philosophy of “get involved or get out of business” has kept me ahead of industry challenges and positioned me to advocate effectively for growth and housing issues. Through these associations, I’ve had the opportunity to build relationships with policymakers, elected officials, and even those who may initially oppose growth. I’ve been fortunate to receive recognition for my contributions at all levels, but the real reward has been the chance to work alongside some of the most influential leaders in our industry.
At the heart of everything I do is a commitment to building—not just homes, but lasting relationships and stronger communities.
Ken Burgess
Partner, Veritas Advisors
Ken Burgess joined Veritas Advisors as a Partner in 2004 after a dozen years of state executive and Congressional staff experience, and his unique approach to public policy and communications serve clients well. Through campaign-oriented development and execution of grassroots networks and communication, the identification and use of news media opportunities, and relationships with community opinion leaders, he helps influence public policy makers through the shaping of public opinion.
Mr. Burgess serves as a lobbyist for the Idaho Home Builders Association and leads local advocacy efforts for the Building Contractors Association of Southwest Idaho. He has also developed expertise in the policy and funding of both transportation and education. A veteran of numerous local, legislative, and statewide political campaigns. He is a third-generation Idahoan and enjoys big game hunting and golf.
Bart Cochran
Founder and CEO of LEAP Housing
Bart Cochran is the CEO and founder of LEAP Housing. From Sandpoint, Idaho, he attended the University of Idaho before moving to the “big city” of Boise to begin his real estate career. Seeing an increasing number of people unable to access housing in the region and feeling the need to create avenues to housing for those facing difficult market forces and other barriers.
In 2016, Bart began working as the volunteer founder and CEO of the nonprofit now known as LEAP Housing. LEAP’s mission is to develop and preserve workforce housing in Idaho while providing empowering services that lead to greater housing stability. Boise Regional REALTORS and Idaho Regional REALTORS awarded Bart the Good Neighbor Award in 2023. This award recognizes a REALTOR® who volunteers time and resources to the community through volunteerism.
Bart pivoted to leading LEAP Housing full-time in 2021 while remaining a licensed Realtor. Since then, LEAP has become a leader in workforce housing in Idaho and is on track to bring more than 1,000 housing opportunities to Idaho by 2026.
Bart lives in Northwest Boise on a tiny farm with his wife and son and can be spotted around town in his orange 1970s Volkswagen bus, affectionately known as the “LEAP Bus.”

With over six years as CEO of Wright Brothers, The Building Company, Zach Higgins has led the company to success across the United States. A graduate of Boise State University with a Bachelor of Science in Construction Management, Zach’s journey in the industry began during the height of the 2009 recession. He landed his first role at Wright Brothers by demonstrating perseverance and a relentless work ethic—values that continue to shape his leadership today.
Zach’s entrepreneurial drive was ignited in 2014 when he and Trevor Wright pursued the opportunity to acquire Wright Brothers. Since then, he has focused on fostering a "team above self" leadership style, emphasizing trust, respect, and collaboration to bring out the best in his team.

Dan Cacioppo
Dan Cacioppo is a proud Boise State alumni, obtaining his Bachelor of Science in Construction Management in 2008. His experience includes all aspects of Construction and Project Management with experience in Transmission, IT, Engineering, Education, and Construction. He obtained his Professional Project Management PMI Certification in 2018 and is Lean Six Sigma Yellow Belt Certified. From siting transmission line locations all over the remote western United States to building a training facility in Puerto Rico, Dan’s experience and project management careers have taken him to many unique places. He thrives on asking hard questions in order to root out the main issue or goal to better serve each organization and project he is faced with. Dan is currently working as a Senior Estimator with a local general contractor/construction management firm, HC Company. He also teaches courses on Project Management at Boise State’s Professional and Continuing Education (PACE) program.
Justin Vogel
Justin is the Portfolio Manager for Rafanelli & Nahas overseeing management, leasing and maintenance of their office and retail properties. He has more than 20 years’ experience working with institutional, third party and owner managed portfolios. Justin holds the Certified Property Manager (CPM) designation, and is a member of the BOMA Idaho Board of Directors.
Ryan Carlson
Ryan Carlson joined Hawkins Companies in February 2022, serving as EVP, Head of Capital Markets. His primary responsibilities are to capitalize all if Hawkins’ projects, which encompasses both debt and equity. Prior to joining Hawkins, he was a Senior Vice President at Waypoint Residential, a vertically integrated real estate investment manager focused on multifamily where he transacted on approximately $3.5 billion in assets across more than 18,000 units. Ryan’s primary responsibility was to finance all Waypoint acquisitions and development projects with both debt and equity. Most recently he was tasked with growing Waypoint's reach with institutional partners and structuring Joint Ventures for their development pipeline. He has vast experience across the lending spectrum with agency intermediaries (Freddie Mac/Fannie Mae), regional banks, LifeCos, debt funds, and preferred equity providers. Prior to Waypoint, Ryan was working in New York City at Cushman & Wakefield in their Equity, Debt & Structured Finance group and before that was at KKR & Co. in their client & partner group. Ryan earned his Bachelor of Science degree in Business Administration from Northeastern University as well as his master’s in real estate finance from New York University.

Her leadership encompasses managing water quality regulations, spearheading the recycled water program, and overseeing project execution for this growing community.

Treasure Valley Family YMCA
YMCA Experience:
David Duro is the President and CEO of the Treasure Valley Family YMCA. As CEO of the Treasure Valley Family YMCA, David works with over 1,000 volunteers, 1,000 staff, and over 60,000 members. The Treasure Valley Y facilities and programs attract almost 2 million visits a year. The Treasure Valley Family YMCA is in 90 different locations, operates four membership facilities, a 400+ acre camp in the Idaho wilderness, 30 childcare centers, and is the largest nonprofit provider of childcare and youth services in the State of Idaho, serving over 2,000 children each day.
David began his 42 year Y career in 1982 as a janitor and served as the Director of Membership and Marketing, and Health and Physical Education Director. David left Boise in 1991 to serve as the CEO of the Clallam County Family Y in Washington. He returned to the Treasure Valley Y in 1995, eventually serving as the President and Chief Operating Officer. In 2012, David joined the National Y Staff as one of four Senior Resource Directors for the YMCA of the USA, a role in which he was responsible for providing oversight for the delivery of resources to 143 YMCAs in 19 western states. In November of 2015, David was thrilled to return to Boise to serve as the Treasure Valley Family YMCA President and CEO.
Education:
David has a degree in economics and Political Science from Boise State University. He has been recognized with the Idaho 40/40 award, as a BSU Outstanding Alumni, Idaho CEO of Influence and has received Y-USA’s Excellence in Program Leadership and Excellence in Operating Budget Management awards.

Jeff has over 20 years of experience in planning, operations and industrial engineering in semiconductor manufacturing. After starting his career as an Industrial Engineer in Micron's Boise factory Jeff worked in Japan, Virginia, Utah and Singapore and helped with two factory start-ups.
Last year Jeff moved into a new role where he is responsible for setting the strategy and building a comprehensive plan for Micron's US expansion of $15B in Idaho and $100B in New York.
Jeff was born and raised in Boise and received a bachelor's degree in Industrial Engineering from Arizona State University. He loves to be able to work and live with his family in Boise.
Sean Keithly is the Director of Economic Development for the City of Boise. He brings over 20 years of experience in economic development, planning, and business development in the public, private, and non-profit sectors. In his role within the City of Boise Mayor's Office, he takes a collaborative approach to leadership and community partnerships, with the goal of creating and sustaining economic opportunity for everyone. From helping existing businesses grow and thrive to supporting entrepreneurship and attracting new investment to Boise, Sean’s focus is to ensure that Boise continues to develop in a vibrant, sustainable, and authentic way. Sean is proud to serve on several Boise area boards, including the Boise Valley Economic Partnership, the Downtown Boise Association, Trailhead, and the Boise Bicycle Project.

January General Membership Luncheon With Boise Airport Director Rebecca Hupp
Rebecca Hupp has served as the Boise Airport Director since April 2012. Under her leadership, the airport has experienced a period of unprecedented growth—both in the number of nonstop routes offered and in the number of passengers served, which has nearly doubled during her tenure. This exponential growth in passenger traffic led to BOI’s reclassification as a medium hub airport in 2021.
Rebecca is responsible for the day-to-day operation and long-term planning and development of Idaho’s primary commercial airport, which serves approximately four million passengers annually. Some of her key accomplishments include recruiting a $20 million-plus, 130,000-square-foot airline maintenance facility, attracting additional air service routes and frequencies, developing community coalitions, and expanding the airport’s parking garage and a variety of airfield improvements.
Hupp has served on many nonprofit boards and industry trade group organizations and received many recent awards, such as Idaho Business Review’s Women of the Year and CEO of Influence in 2020; Airport Experience News’s Director of the Year, Medium Airports Division; Boise Metro Chamber’s Travel Industry Excellence Award in 2021; and Boise Convention & Visitor’s Bureau’s “Spirit of Hospitality” winner at this year’s ROSE Awards.

Bio:
Geoffrey Wardle grew up attending public hearings with his father, a planner and land use consultant, from the age of five. Therefore, it surprised no one that he specialized in land use entitlements after graduating from law school.
Having served as land use counsel to a resort community, Geoff has developed significant expertise in evaluating development and entitlement applications from both the applicant and municipal perspective; a keen understanding for process; and most importantly the ability to manage entitlement projects through their entire life cycle from application through approval and even on to litigation.
He regularly appears before municipal design review committees, planning and zoning commissions, and city councils advancing the interests of both institutional and private clients. He is a past regional and local BOMA president and currently serves as Vice President of State Government Affairs for BOMA International. Geoff was identified and recognized every year from 2005 – 2013 by Chambers and Partners as one of Idaho’s leading land use attorneys.
